Navigating 42 CFR Part 2: Evolving Healthcare IT Practices for SUD Data Sharing and Improving Patient Care

Elizabeth Amato is a 16-year veteran of the health information technology field, with focused expertise in program development and design, advocacy, research, and source funding. For the past 12 years, she has held various leadership positions in the New York state health information exchange space, including the past 3 years serving as the Chief Operating Officer at NY’s second largest HIE, HealtheConnections. As of January 1st she assumed the role of President & CEO at HealtheConnections. Elizabeth is a passionate advocate for improving the health of communities through health information exchange, data-centric technology, and clinical-community partnerships.

Janet Desroche is a healthcare leader and Associate Vice President at MEDITECH, with a passion for enhancing healthcare outcomes and organizational performance. In her role, she directs teams focused on developing and implementing innovative programs that leverage the MEDITECH EHR to drive clinical and operational excellence. Her initiatives include developing outcomes-based toolkits, delivering best practice education and guidance, employing modern training methods, creating clinician-targeted content, optimizing workflows, enhancing clinical decision support, and utilizing quality improvement analytics.

Under Janet’s leadership, the MEDITECH EHR Excellence Toolkit Program has improved outcomes for healthcare organizations, addressing high-priority areas such as hospital-acquired conditions, chronic disease management, antimicrobial stewardship, and opioid stewardship.

Beyond her work at MEDITECH, Janet actively contributes to the broader healthcare community. She is a member and subcommittee co-chair of the CHIME Opioid Task Force.

Maeghan has worked with local governments for over 14 years on behavioral health, health, human services, and justice policies and programs. Prior to joining ABHW, Maeghan was the program director for health, human services, and justice at the National Association of Counties. She previously served as the Director of Government Affairs and Public Policy for the National Association of County Behavioral Health and Developmental Disabilities Directors. Ms. Gilmore received a B.S. in Health Education from Western Michigan University and a Masters of Public Health, health policy concentration, from The George Washington University.

Jason Touhey is a hospitalist and CMIO at Berkshire Health Systems. He went to medical school at University of New England and completed residency at University of Massachusetts Memorial Medical Center. He has served as Associate Program Director of the Internal Medicine Residency Program at Berkshire, and has a passion for education and process improvement. His vision for clinical computer systems is to improve their efficiency so that providers can spend more time caring for their patients.

Corey has been with Helio Health for 5 years. They are a large substance use and behavioral health organization with 70 different locations throughout Central New York spanning from Albany in the eastern side to Rochester on the western side, down to the Pennsylvania border to the south and almost to Canada in the North. Their services include inpatient, outpatient, residential, affordable housing, homelessness and a lot of the health and human services functions in New York State.
